Expose API/WCF Service to get signing history which includes information such as user skipped signing with jotblock name

Expose API/WCF Service to get signing history.

It should have information if user has skipped signing the jotblocks or signed the jotblocks with jotblock name, date information etc.

This will help us to know if user has signed or skipped the jotblocks and we can take respective action based on this information.
